Public footpath to the left of Penny Lane

The Bennett family, who are the landowners of this particular field ,are experiencing a high number of folk walking across the field and not keeping to the footpath provided and are in some cases allowing their dogs to foul the field, which causes immense problems for the farmer. Could folk please respect the fact we enjoy such lovely surroundings and bear in mind this land is being farmed and providing a living for those farmers who work so hard to provide food for all of us.
Please make use of all the walks we have around Cronton but respect the landowners rights as well as your own.

New road from Upton Rocks Halton

A new road is to be commenced building on Sandy Lane to link with Cronton Road. It is to be access via a traffic island on the Liverpool side of Cronton nurseries. It is envisaged it will ease traffic through cronton, and in particular chapel and smithy lanes. You are invited to put your views to the parish council on this important new road construction and any possible difficulties this may, in your view, cause to the village of cronton.Construction is expected to commence later this year.

Cronton Gala

Cronton is hosting a special Gala dayat the pasture on Saturday 1st September.

Admission is free to all and it should be a fun day for all the family.

There will be opportunities for jewellery making and alternative therapies, face painting and craft, with help from Knowsley councils youth and play service and the Rangers

A fancy dress competition and games for all ages.

Las Mamitas will be there with their drums.

Put a scarecrow in your garden from Friday 26th August and it will be judged on Saturday the 1st September andmay win a prize.

So be there on the 1st September.

VIEW FROM THE CHAIR – Will Cook

As reported in our last News Letter, a Local Action Plan called the Knowsley Partnership has been rolled out. Your Parish Council has ensured that we have a permanent representation on this board. This should ensure that the village has a voice on the Partnership Board and the best interests of the Village are represented.

To implement the decisions of the Partnership Board, Knowsley MBC has initiated the ‘Pride Teams’, and many of you attended a Visioning Event to put your concerns and wishes to members of that Pride Team. Some of you have said that feedback from these events and other Council initiatives in the Village had been poor. This Newsletter and follow-up initiatives are aimed at correcting this by including a Cronton Corner written by members of the Pride Team. Cronton is a small village and it should be possible for us all to interact. Recent evidence of this was the Referendum on a Golf Course at Pex Hill, in which 48% of the Village returned the voting forms and of those who voted 75% were in favour of outline planning permission being granted to the building of a Golf Course - Knowsley and Halton MP Councils subsequently granted this outline planning permission. We intend to ask your opinion on all important matters affecting the village and will also be seeking your views of how well you consider KMBC and your Parish Council is performing against its targets and your requirements. Your Parish Council has not yet decided on the best way for this interaction to proceed, but may take the form of Public Forums, leaflets, questionnaires, on-line initiatives or door to door questions.

NEWS FROM YOUR COMMUNITY’S AREA PARTNERSHIP BOARD

As residents, some of you were involved in the ‘visioning’ events, which were sessions aimed at finding out what really matters to local people in their neighbourhood.
Cronton had a meeting held in the Holy Family Club which was very successful and many of you attended. Lots of issues were raised, the main ones are mentioned below with immediate actions or future plans detailed against them. Further work and plans are ongoing.
Partly as a result of that meeting there has now been a walkabout in and around Cronton, involving the Parish Council, Wardens, Police Community Support Officers, the Borough Council’s highways inspectors and members of the Pride team, together with a host of representatives from other organisations with an interest and presence in this area. The aim was to identify and look at issues raised at the visioning event and get an action plan together to tackle issues in the short and long term.

Recycling
Comments were very positive and some good suggestions made, including requests for green bins rather than boxes and a specific collection for plastic waste. These and other suggestions have been fed into the borough-wide review on waste and recycling for consideration.

Litter
There is now a weekly litter sweep every Thursday and of course at the weekend by Dave Rostance and his team. The Council use a specially designed machine for the purpose. This ensures that the streets are cleaned to the highest standard possible.
Fly tipping is not tolerated in Knowsley. If anyone sees fly tipping please report it to 443 2400.

Crime and anti-social behaviour
The Wardens and Police Community Support Officers are targeting specific hotspots now, following concerns raised by local people. Other interventions are also being used, such as ‘Children and Youth First’, who work with known troublemakers to try and improve their behaviour.

Highways issues
There will be a full street lighting inspection in response to resident’s concerns. This will ensure that all broken or damaged columns are recorded for programmed repair.

Some residents raised concerns about the parking issues around the primary schools when the school opens and closes, and also at the crossroads thoroughfare by Smithy Lane/Chapel Lane. Double yellow lines are being considered at key locations, discussions are on going with the Police.

A number of potholes were identified and reported. These are being repaired as part of a rolling programme.

Environmental
The Pride Environmental Team and the Grounds Maintenance team are carrying out a winter maintenance programme of cutting back overgrown shrubbery, pruning trees and clearing leaves and debris, and generally tidying the area.
In the medium to longer term, local people felt that facilities for all ages needed to be considered. Your Area Partnership Board will be looking into this.

CRONTON BACK ON TRACK - Marlene O’Neill
Good news at last ,Cronton Village seems to be back to its good old self.!
For a good while now, Cronton has seen a transformation – gone are the football games at the shops, and rowdy youth sitting in shop doorways. Peace has been restored (hopefully). Possibly the kids involved have grown up!
Unfortunately, what we have now have a group of seven and eight year olds who seem to think that playing at the shops is a good idea – please parents dissuade them from doing do, otherwise it starts all over again. Please remember the people who live at the shops and around would like it to stay as peaceful as it is now.
This is our beautiful village, lets look after it, and keep it as a much sought after place to live.

Village Carol Service

The village Ecumenical carol service will be held on Tuesday the 19th December.
We once again have a tree decorated with Christmas lights that is by the war memorial, and the Reverend Pauline will switch them on prior to the main carol service.
This will take place at 7:00PM.
After a small service with the tree lit up we will move on to The Holy Family church where the main carol service will take place at 7:30 PM
We expect this will last about an hour after which all are very welcome to join in a cup of tea and a cake at the Holy Family club nearby.

Curbing speeding through the village

The Parish council are proposing to seek speed and parking restrictions in the village of Cronton. Those who live in and around Smithy Lane/ Hall Lane have become increasingly concerned at the dangerous speeds of some of the vehicles that are driving through the village. Many have expressed the worry someone may be hurt as a direct result of the actions of a speeding driver.
Parking on Smithy Lane when the children are making their way both to and from the school is especially giving concern, as many vehicles double park, making it difficult to see the children who may be attempting to cross the road.
The Parish Council has made several approaches to Knowsley council regarding this issue without any real success.
In the near future we plan to leaflet the whole village asking you to support the imposition of some speed restriction, possibly sleeping policemen or other traffic calming measures.
The leaflet will have a tear off portion that you will be asked to complete and after expressing your opinion send to the department in Knowsley council dealing with the issue..
We hope we can count on your support in asking for these measures to be considered by Knowsley Council.

Make a difference in Cronton Meeting feedback

Thank you for your participation in ‘Make a Difference in Cronton’ on 28September. 54 people signed in on the night. The issues mentioned most frequently were: 1 llegal, inconsiderate and dangerous parking, especially near the schools 2 Litter and flytipping 3 Speeding/need for traffic calming 4 Amenities for children and young people 5 A medical facility for the village
6 Overgrown hedges 7 The future of the community centre
The information you provided will be used to prepare a detailed action plan for the village.
Day-to-day issues raised at the event have already been passed to the Pride Team for action. Key priority issues will be discussed at the Area Partnership Board, which meets on Wednesday 15 November, 5.30 pm in the George Howard Centre, Lickers Lane, Whiston (observers welcome). The question of on going feedback and progress updates was also raised as a concern. We will therefore be writing to you again in early November with the detailed feedback, together with a progress report on some of the issues raised. It has also been agreed to produce a newsletter to keep residents informedof progress; the first issue will be circulated before Christmas.

Make a difference in Cronton

A meeting of folk interested in local matters will be held in the Holy Family Parish Centre on Thursday 28th September. This comes under the banner of "Concept Knowsley" and will be attended by local representatives and members of the "area pride team. "
The Police, wardens and officers from various departments of Knowsley Borough Council will also attend.
A buffet will be provided for those who tell us they would like to attend and feel a snack may be helpful to them. Please let us know you are planning to attend by ringing 0151 443 4542 by 21st September.

Result of golf course ballot

The village vote regarding the proposed golf course is as follows:

520 leaflets were distributed to the houses in the village and 239 were returned completed.
Of those voting 180 voted in support of the proposal for the golf course and 59 voted against.
On the results of the ballot Cronton residents will not object to the proposal for a golf course on the land in its initial stage. This is only at the outline planning permission stage and the parish council will continue to follow this application and keep you informed of any developments .

Cronton bike ride day

The Cronton bike ride day will be Thursday 24th August starting from the Unicorn Public house car park at 6:00 pm. Those who were there at the last ride had a good time and this one will be as good if not better.

Result of public meeting re- golf course

The meeting to discuss the golf course which is proposed to be built on the land bordering Norlands Lane/Pex Hill and behind Cronton Hall was held Friday 21 July at 7-30pm..
It was a well attended by a fair number of the residents of Cronton and the views expressed were many and varied.
We had met with the various parties involved at a meeting only attended by Parish Council members on the Tuesday before, in order to be able to present to the village a clear picture of how this proposal may affect our village should planning consent be obtained for this golf course.

The Chair of the Parish council, Mr. Will Cooke, placed before the public meeting the information the Parish council had gained during our discussions with the developers and Widnes golf club(who are intending to move onto the new golf course should planning consent be given).
A member of Knowsleys planning team attended and was able to clarify several thorny points.
We believe the meeting was a success in that most folk who attended are now in a better position to come to an informed decision on this matter.

Points you may wish to consider

1 The position of the gun club as there is no consideration given to meeting their need of a place to enjoy their sport within the confines of the golf course.
2 The golf club has no plans to recognise the fact that over ninety percent of the land they are wanting falls in the Cronton area in the name of the proposed course. which will continue to be called "Widnes Golf Club".
3 The recent unitary development plan protects the land in question, which is green belt, until at least 2011 and possibly beyond so this will possibly come into your consideration, however government policies can and do change so what is green belt today could still be built upon in the future.
4 Mr Caldwell, the present land owner, spoke at the meeting and was in favour of the golf club as he feels it would protect the land and encourage wild life upon it, but stated that should planning consent not be given he would probably still farm on the land but develop crops which would be used for fuel. These suggested crops would be extremely high and it was said they could reach a height of twenty foot. This would have to be verified.
5 The public footpaths are not in danger even if a golf course was given planning permission but we may have to consider re-routing some of them.
We do have the manager of the public footpaths coming to our usual Parish council meeting on Monday 31st July 2006 at 7:00 pm and he will answer any questions you may like to put to him.
6 Vehicular access is from Norlands Lane only at all times. We are told the traffic driving through Cronton village would not be increased with a golf course in proximity.
7 Any buildings would be on the Halton part of the golf course and the Parish council have insisted that our green belt is not enroached upon by buildings of any sort.
8 Widnes golf club have said that if anyones present view is blocked by an aspect of the course outside their home, then they would be willing to discuss this with the householder in question. Knowsley council have told the Parish council that nobody has a right to a view however.
9 There are conflicting views regarding the wildlife which are on the land at the moment. Enquiries at some golf course have indicated that wildlife has increased with a golf club but others have said a golf course is not good for wildlife. At present we have encouraged certain species and birds back onto the land in question and there`s no guarantee they will stay should this course be built. In the short term we may lose some but long term we could see an increase in our wildlife.
10 In the event land may need to be filled in, then it will come from another part of the course and little will need to come from outside. Any land fill would be closely monitored by Knowsley council.
11 The estimated time to have this proposed course in use is about three years. Possibly ready for play in early 2009.
12 If this planning application is rejected by Knowsley Borough Council then the land is still green belt land and cannot be built upon at least until 2011 and possibly some years beyond.
It would hopefully be farmed but nobody has a crystal ball in these matters and so the decision will be based upon the needs of Knowsl;ey Borough Council for land.
Land owners can contest Knowsleys green belt policy.

Public meeting to discuss proposed golf course

The Parish Council have called a public meeting for Friday 21st July at 7-30 pm in the Holy Family Parish Centre, in order to gain the views of the residents of Cronton on the proposal to develope the land at the foot of Pex Hill as a golf club.
The Parish council have put several questions to the developer, Widnes golf club and Knowsley Borough Council regarding this planned development on your behalf, and would value your presence at this meeting, as we are sure the questions we have tendered are not difinitive on this matter.
There is a plan of the course in the window of the Parish Council office and it would help you if you made yourself conversant with it prior to attending the public meeting.

Proposed Golf course at Pex Hill

As most folk in Cronton will no doubt be aware, there are plans for Widnes golf club to move to the Cronton area at some stage in the near future.
Plans have been put forward to both Knowsley Borough Council and Halton Borough Council.
Both councils have to be involved as the proposed course overlaps both councils areas of responsibility.
Knowsey, have at this time said they will not consider the plan until certain aspects of it are clarified and re-presented in a way to make it a valid application.
When the Parish Council are in a position to consider Crontons response and how we would be affected should a golf course be built here, a public meeting would be considered in order for the views of all may be known.

Knowsley Unitary Developement plan Decision

The result of the Government inspectors enquiry regarding the various sites which were subject to objections to the Unitary Developement plans of Knowsley Borough Council, can now be viewed on Knowsley Councils web site.
We in Cronton can be very happy in that all the sites contested in the Cronton area are to remain within the green belt.
Your Parish council thank all those who voiced their opinions in support of them and showing the strength of feeling within Cronton in protecting the surrounding green belt.

Cronton bike ride day

Get on your bike for Cronton cycle ride
A free bicycle ride will be held in Cronton providing participants with a fun family event and the opportunity to get fit.
The ride will take place on Thursday June 8 starting at 6pm from the Unicorn Pub car park on Cronton Road, Cronton.
The ride will be suitable for all cyclists, but is ideal for beginners or people who want to rediscover the fun and fitness value of cycling.
The ride will take about an hour and will be an ideal opportunity to explore the Cronton area.
The bike ride is one of a series which has run throughout the winter, and will be continued across Knowsley until September. It is part of the borough’s Energise Knowsley! strategy which encourages people of all ages to 'Eat well, keep active, stay healthy'.
Everyone is welcome to take part, however, children under 14 years must be accompanied by an adult.
Future bike rides will take place in Whiston on June 29, Knowsley Village on July 13, Halewood on July 27 and Kirkby on August 10. All will begin at 6pm.

POLICE AND NEIGHBOURHOOD COMMUNITY INITIATIVES IN CRONTON

Neighbourhood Wardens

The Neighbourhood Wardens patrol all residential areas of the borough, working between the hours of 8:00am – 10.pm and they wear a distinctive yellow uniform.

The Wardens have four key objectives: -

1. To reduce Crime and the fear of crime by providing a visible presence, responding to incidents, gathering intelligence and undertaking crime prevention activity.

2 To Increase the Safety of local residents by supporting individuals and groups and sign posting them to appropriate agencies.

3 To work with the community and other agencies to make the local environment cleaner and safer.

4 To support community development by providing information, assistance and guidance and work in partnership with other agencies to develop activities and community initiatives.

Although the Wardens are not police and have no formal powers they do work closely with the Thematic Groups of the CDRP. (Crime and Disorder Reduction Partnership) These groups in the partnership are Acquisitive Crime, anti Social Behaviour and Violent Crime.

The Wardens work closely with Social Services, Police, Trading Standards and Department of Environmental and Operational services to help make your area cleaner and safer to live in.

The Wardens also work very closely with the older residents of the borough visiting them on a one to one basis or visiting sheltered accommodation relaying information about crime initiatives or what is going on in the area where they live.

Village clean up day

The clean up day was held on Saturday April 1st and saw the continuation of a tradition that started back in 1989. Once again it was highly successful and was supported by the Knowsley environmental team.

The skip was once again situated on the Holy Family car park and was extremely well utilised with many villagers taking the opportunity to have a good old spring clean. A good response was also had from the delivery of leaflets throughout the village advertising the day, and a collection service was also provided for those heavier items which folk wanted removing.

The committee of the Holy Family club also took good advantage of the facilities offered and used the occasion to clear some of the rubbish left after the demolition of the green hut and the erection of the new fence. This left the area cleaned up “spick and span”. Our usual teams of volunteers, which included our Community Wardens and my fellow Parish councillors, cleaned the rubbish up from the usual “grot spots” which has once again benefited the environment we all live in. This day has now become essential part of our village calendar and we have marked Saturday 7th October this year as our next one. So mark that date in your calendar and try to join us in keeping our village clean and tidy.

GREEN BELT OMISSION SITES

Knowsley Metropolitan Borough Council has produced a Unitary Plan in which it has defined the use of all the land within its boundaries. The areas around Cronton are designated as green belt and cannot be used for urban development. Knowsley MBC has stated that it has sufficient land to meet its urban development plans without having to encroach onto green belt land. However, whilst the plan is being finalised it was possible to apply for a site to be omitted from the Unitary Policy. At an inquiry to hear the objections, application was made for three sites within the Cronton area to be omitted from the Unitary Plan, these were:

Cronton Colliery
Farmland bordered by Hall Lane/Penny Lane
The old North West Water Treatment Plant, Norlands Lane

Your Parish Council represented you at the inquiry and strongly supported KMBC for the full implementation of their Unitary Plan without the omissions stated above. The Parish Council would like to thank the support from the Village in this endeavour. The applications for the first two sites to be omitted were withdrawn. As yet, there is no final report on the enquiries findings into the old NWW site but I am assured that it is unlikely that any of the sites mentioned will be omitted from the Unitary Plan and will remain in the green belt.

Memories of Cronton

Cronton can be traced back over eight hundred years, in 1242 it was originally Crohinton and over the years other documents have named it as Croyton, Crointon, Croenton and Crowenston, by the early 1600’s it was generally know as Cronton.

My early memories of Cronton are happy one’s. It was a small village where everyone new each other and had the time to stop, talk and listen. Of course over the years Cronton has become bigger as new folk have moved in from other areas. Cronton of old was a much busier place then than today. There were many working farms and cultivated fields and an abundance of wild life. It was a tranquil haven between Warrington, St Helens and Widnes.
We also used to have a roadman keeping the village and lanes tidy and woe betide anyone seen dropping litter.

There were several organisations in the village for young and old, the cubs and brownies were actively supported until recent years.. Some of my most treasured memories are of the Women’s Institute; Sadly the W.I is no longer active in the village. It would be nice to see it up and running again. I am sure that there is a role in our village, which is much larger, for an organisation such as the Woman’s Institute or W.I to give it its better-known title. It would give women, both young and old the opportunity to meet, share their interest and views and support each other in a changing world.

There are a number of area profiles under the broad headings of Deprivation, Children and Young People, Jobs and Training, Healthy Communities and Older People, Safer and Stronger Communities and Neighbourhood Management Information. Also, within these guidelines KMBC will set out quality targets for which the Metropolitan Council will be held accountable to its residents, such as quality of waste collection, road repairs, lighting, law and order etc.

Your Parish Council will liaise with KMBC to ensure the best interests of the people of Cronton are met and if necessary will hold a public meeting with Metropolitan Officers and Councillors of Knowsley when the plan is due to be rolled out in this area. The date for this event has not yet been set.

Firstly, a Pilot Plan is being initiated in Halewood, as this is the most deprived area in our neighbourhood.

The annual parish meeting was held on Monday 8th May at the Council Office. It was an opportunity for any residents to raise issues with the Parish Council. The meeting started at 7.30 pm.

The roll of a Parish Councillor is voluntary and unpaid; your current Councillors perform the function as a Councillor as a commitment to the Village. We raise a precept to pay the clerk’s salary, cover administration charges, water rates, domestic rate and other areas of expenditure.
What is our function in the community?

As a minor local authority the Parish Council has very few powers, however we are able to influence Knowsley Council or other agencies on your behalf to achieve levels of service with which you are happy. For example we were able to bring pressure to bear on the future on Cronton Colliery the result being the deferral and likely abandonment of plans to develop the area as a local business park. We monitor all building and land development applications to ensure our Policy of maintaining the Green Belt around Cronton and support for the KMBC Unitary Plan. Further, with your support, we put pressure on Knowsley Council and the Police to see the introduction of Community Support Officers (CSOs) and Neighbourhood Wardens and pressure has been applied to ensure the service of these groups is maintained.
As a result of your Parish Councils efforts there has been a continuing marked reduction in Anti-social behaviour and associated gatherings of visiting youths. Whilst this is good news we mustn’t become complacent particularly with the onset of summer. We must remain vigilant against the return of bad behaviour by contacting the relevant support services.

View from the Chair

Antisocial behaviour of Youths within the Village has been of been much improved over the last year. This is largely due to the introduction of the Community Support Officers and Wardens to the village, whose patrols are to continue for the foreseeable future. Whilst this is good news we mustn’t become complacent particularly with the onset of summer. We must remain vigilant against the return of bad behaviour by contacting the relevant support services.

Please get to know these officers and wardens and report all incidents to them on the numbers supplied in this newsletter or by talking to them on their way round the Village. They are here to provide support and assistance. Their success can only be achieved with your assistance.

Apart from maintaining the normal Council services to the Village, Law and order is a very important issue and the Parish Council proposes to set up a liaison with the Police to monitor and publish incidents within the village. This will allow people to monitor and comment on the level of crime within the area.

It is likely that the way that we are represented by KMBC will change for the better over the coming years. This will be as a result of the Government initiative to make Metropolitan Councils more accountable to the people they represent and provide services to. The changes will eventually be rolled out as a Local Action Plan called the Knowsley Partnership. Your Parish Council will ensure that the best interests of the Village are met when this proposed partnership between the Metropolitan Council and the Village of Cronton is rolled out.

Knowsley Unitary plan

The villagers of Cronton will soon hear the result of the Government inspectors inquiry into the land issues around the Cronton area. The enquiry result is in the hands of Knowsley Borough council at this time but until the revised plan is adopted the result cannot be made public.
Recent enquiries made to knowsley Borough Council lead us to believe the plan will be discussed and adopted on June the fourteenth.

However your Parish council are confident there will be no change to the Unitary plan with regard to Cronton as first set out.
